77 CLUB RALLY RULES

 

Introduction

The Rally Officer is to be responsible for the conduct of any exempted rally and for ensuring those members attending comply with the Caravan & Camping Code, Countryside Code and the Coastal Code.

 Venues

The Club will take reasonable steps to satisfy itself that the site proposed for an exempted rally is not subject to an order under paragraph 13 of Schedule 1 (exemptions provided by certificates from a site on the grounds of health, safety and local amenity), or an Article 4 direction (where a local authority is concerned about the appropriateness of caravanning activity on a particular site), or one for which planning permission has been refused or where enforcement action has been taken.

 The Club will seek the agreement of the Local Authority before meeting on land adjacent to sites for which planning permission has been granted.

The Club will not meet on sites adjacent to certificated locations/sites unless the proposed site is clearly differentiated and the risk of interference with local people and other users is minimal.

The Booking Secretary will undertake to ensure there is no over-use of any venue and will consider carefully before holding successive meetings on the same land.

Road safety and siting

Unless a starting and/or finishing time has been announced, members are permitted to arrive and depart as they wish but consideration must be observed in line with the rules and regulations of the site and the Club.  The Rally Officer will take steps to ensure that (a) travel from major roads to a proposed site is not likely to cause undue disruption or difficulties for other road users and (b) access to the rally site is suitable for the number and likely size of units attending the rally. Arrival and departure of caravans should be arranged to minimise disruption to other road users.

 Units should be parked so as to leave at least 14 feet clear between themselves and the next unit.   This clear space should not be blocked at any time by pup tents, awnings or vehicles.

NOTE: Unit describes any trailer, motor caravan, trailer caravan or tent, with or without awnings, occupied by one family.

 One space may be saved.  However, if necessary, members will be told where to park their units by the Rally Officer. 

The Club should take care that the siting of caravans does not unduly interfere with the activities of local people, their privacy or enjoyment of their property.   The Club should also take care that the siting of caravans does not interfere with the enjoyment by others of the landscape; natural beauty or nature conservation value of the area, particularly in areas designated for their landscape or wildlife qualities.  All members should show respect for the landowners’ property and the surrounding area (trees, fences, farm buildings, equipment, stock, etc.).

 Members shall pay their site fees to the Rally Officer as soon as possible after arrival.

 The use of vehicles on the rally field should be kept to a minimum, particularly when the ground is wet.   Holders of PROVISIONAL licences are NOT permitted to drive on the rally field.  Vehicles MUST NOT exceed 5mph on the rally field.

 Day visitors are requested to park their vehicles in the Visitors Car Park. Day visitors are NOT permitted to bring vehicles onto the Rally Field.   THE CLUB RULE IS: One Pitch = One Caravan plus One Vehicle – No Exceptions.

Nuisance

All pets must be kept under control.  All dogs must be kept on leads (max. 10-feet long) at all times and exercised so as not to soil site or play area. Any mess should be collected and disposed of.

 No unnecessary noise between 11 pm and 8 am.   At other times enjoy yourselves without disturbing other members or local residents.

A ‘No Smoking’ policy will be adopted in all Halls and Gazebos

 Local people should be able to carry on their normal activities when rallies are in progress and disturbance should be minimised.  Complaints will be treated seriously and steps taken to investigate and deal with the causes of complaints. 

All ball games, kite flying, model aircraft and similar pursuits are to be played well away from the units.  Catapults and air guns are not allowed.

Parents are responsible for the actions of their children and should make sure they behave, whether on or off the site.

 Any complaints at rallies should be addressed to the Rally Officer who will deal with them as discretely as possible.

 Safety

Open fires and barbecues should not be held except with the permission of the Rally Officer.  Where permission is given, they should be sited on open ground, away from vans, vehicles, awnings and other structures.

 All members should carry a fire extinguisher approved to British Standards Institute and/or Fire Officers Certificate standards and be aware of how to use them.  Members are strongly advised to carry a first aid kit.

 Waste Disposal

All members should ensure that refuse is either taken home or disposed of in accordance with on-site arrangements.  The Rally Officer should be satisfied that appropriate arrangements are in place.

 The Club should act responsibly when disposing of the contents of chemical toilets and waste water containers and take full account of the need to safeguard water supplies and prevent the pollution of rivers and streams.   All waste water pipes from caravans are to be connected to a suitable waste container whenever parked on site/rally fields (Failure to do so could result in enforcement action).  On-site disposal of the contents of chemical toilets and waste water containers should be in accordance with arrangements agreed with the site owner/occupier and neither should be allowed to foul the ground except at designated disposal points.  The Rally Officer will indicate such disposal points.

 It is the responsibility of all members to keep the whole site clear of rubbish and all pitches should be inspected before leaving for rubbish, tent pegs, etc.  The Rally Officer will ensure the site is clear of litter before departure.

Arrival Times at Rallies

If members wish to arrive at a rally site before mid-day on the first day of the rally they MUST contact the Booking Secretary for confirmation.
